Operating principles for sports activities for children and young people
Operating principles of Perhehulinat
This call for partners, which runs until 5 May 2025, concerns the following activities between September 2025 and May 2026:
- Perhehulinat family sports sessions for children under school age and their families
- Adaptive physical activities for primary school students in cooperation with schools’ after-school activities in autumn

Applicants wishing to partner with Sports Services to organise sports activities for children and young people during the period 2025–2026 must meet the following criteria:
- The instructor in charge must be 18 or older.
- The activities must comply with the operating principles, which include quality; the low-threshold principle; equality; client orientation; safe and pleasant activity groups; and the joy of doing things, good team spirit and friendship. The operating principles are described in more detail in the attachment included in this message.
- The activities organised must be open to everyone and not intended solely for the cooperation partner’s members.
Club fees
- Instructor in charge: Paid €35/hour. Instructors in charge must be 18 or older, and they must have completed at least level 1 coach and instructor training.
- Instructor in charge and assistant instructor: Paid €45/hour in total.
- Instructor in charge of adaptive physical activities: Paid €45/hour if the instructor has completed training qualifying them to instruct adaptive physical activities.
- Supervisor of Perhehulinat family sports sessions: Paid €25/hour. Perhehulinat sessions are not led by an instructor. The supervisor’s role is to let families inside the sports facility, provide them with the sports equipment used for the activities, monitor the activities throughout the session, and make sure that the facilities used are left tidy at the end of the session. The supervisor must be 18 or older.
After the application period ends, we will contact all applicants. We may also contact those who have submitted a partner application during the application period. The Sports Coordinators will agree on practical matters and review the contractual terms with the cooperation partners. The partners for the period 2025–2026 will be chosen by the City of Helsinki’s Sports Services.
Factors taken into account in the decision:
- commitment to the criteria mentioned above
- regionality
- content and diversity of the activities
- experience in providing high-quality activities for children and young people
- children and young people’s wishes regarding the types of activities to be organised in the area (e.g. the survey for schoolchildren related to the Finnish model for leisure activities, and the Youth Budget survey).
If there are several clubs, associations or businesses that meet the criteria and would like to organise activities in the same area, our primary aim is to offer activities for everyone who is interested. The City of Helsinki’s resources determine the range of activities available. We may not necessarily offer to partner with every applicant, and the activities may not necessarily continue during the next period.
Fill in the partner application form (open until 5 May 2025):

Periods for supervised sports seasons in autumn and spring
The Sports Services’ operating periods for supervised sports are in autumn and spring, usually from September to December and from January to April. Summer activities and camps are also organised in May and June. New and previously cooperating sports clubs apply for cooperation in the spring with an application form, which is distributed to the supported clubs and in a newsletter during the spring.
We aim to offer activities throughout the Helsinki area. Those wishing to become partners in the activities must commit to the operating principles (link here), and the supervisor(s) in charge of the activities must be of legal age and they must have at least the level 1 qualifications from coaches’ instructor training.
If several clubs, associations or companies that meet the criteria wish to carry out activities in the same area, we primarily aim to offer activities to all of those who wish to do so.
The scope of the offered activities is determined by the city’s resources. If the activity cannot be offered to all of those interested in the area in question, the selection will focus on those who are able to produce several different services and several classes a week. In addition, decisions concerning the choices of EasySport and FunAction operators take into account, as applied, the Finnish model for leisure activities and information obtained in the Youth Budget surveys on children’s and young people’s wishes for sports activities. After the selection process, we will contact the applicants.
Agreements are concluded for one operating period at a time. The activities will not automatically continue into the next period, and it may not be possible to offer activities to all of those who wish to cooperate.
