Instructions for reserving an election event

General terms and conditions

Conditions for using public areas for electoral information events and setting up fixed electoral information points:

  1. The rent will be charged according to the price list.
  2. The electoral event must not disturb the primary use of the facilities or other customers.
  3. The reservation can only be made for a place where the event does not disturb customers, for example:
    • school gym, if it is available (please make a reservation, the fee for non-sports use applies)
    • not in the lobby, nor near the entrance routes, as customers must have uninterrupted access to the facilities
    • in Pirkkola, you may stay outside, for example, on the other side of the walkway so that it does not disturb anyone who wants to access Pirkkola’s sports facilities
  4. When handing over premises, fairness must be observed (premises for each party / constituency association only once per elections).
  5. The user of the premises is responsible for supervision and cleaning, as well as for any damage caused during the event.
  6. Election speeches in public areas should be held between 6 a.m. and 9 p.m.
  7. Playback of a recorded speech shall be permitted only on the condition that the speaker is present and the speech does not exceed two hours in any one place.
  8. The amplification of the sound must be adapted to the number of people attending the event so that the effects do not spread farther than necessary but those who have come to the event are able to hear it.
  9. Any posters and loose rubbish must be removed from the area and its immediate surroundings at the end of the speech.
  10. Flyers and balloons can be distributed free of charge during the election speech, and a TV/video screen can be used without sound effects and without commercial advertisements.
  11. The organiser of the election speech may display a “roll up”, an A stand or similar free of charge. However, the organiser must be present and the area must be cleared immediately after the event.
  12. Parking cars in a park or in a grassy or other soft-surfaced area is not allowed.
  13. Advertising or selling products not related to the elections is not allowed.
  14. Election speeches must not be held in placed where they can be seen from an advance polling station or polling station or in their vicinity in such a way that they could be considered to affect the electoral freedom of the voters.
  15. If there is another event in the area, the election speech must not interfere with or disturb its course.
  16. If there are multiple applicants for the same place, the place will be allocated by drawing lots, unless the applicants can reach an agreement.
  17. Accessibility must be ensured in near the electoral event. Driveways or bicycle and pedestrian lanes shall not be used or obstructed.
